Arunachalee archers shine in national competition
ITANAGAR, Dec 29: Two Archers from Arunachal Pradesh bagged medals in the national level archery competition for tribal youths at Bangalore from December 25 to 28.
Onyi Kino won one silver medal in 30 meter and one bronze medal in 20 meter. She was adjudged second in overall performance in sub junior girls' category.
Kara Jona bagged 3rd position in 20 meters in sub junior boys' category.
Eleven archers from Arunachal Vikas Parishad led by Sunil Kumar and Rina Paleng participated in the competition.
The competition is regular part of various sports competitions organized by Akhil Bharatiya Vanvasi Kalyan Ashram for tribal youths to hunt talent in rural tribal youths.
Arunachal Vikas Parishad had organized district and state level archery competition in September and October 2014 and 11 archers were selected for the national level competition.
IMC condemns suspension of land matter
ITANAGAR, Dec 29: The Itanagar Municipal Council (IMC) Standing Committee in a press release strongly condemned the district administration's decision to suspend the all the land matter cases due to alleged random allotment cases which was published in the local dailies today. 3 days IPPI from Jan 18
ROING, Dec 29: The first round of Intensified Pulse Polio Immunization (IPPI) programme will be carried out from January 18 to 20, 2015 while the 2nd round will be conducted from February 22 to 24 February.
While informing the scheduled programme of the IPPI in a meeting of District Task Force in the Deputy Commissioner's office, Lower Dibang Valley District Medial Officer Dr D Wange said that though India has been certified Polio free country by South East Asia Region of WHO on March 27, 2014, immunization against polio would be continued as there is always risk of recurrence of cases.
No polio cases have been reported In Arunachal Pradesh since 1997 to 2014 and in the country from January 13, 2011, he informed.
DRCHO Dr Nangkong Yirang while presenting the District Microplan of IPPI 2015 informed that despite being certified as the polio free state and country, IPPI is continued to be implemented as a precautionary measure as there is every possibility transmission of polio virus from the neighbouring countries which are not polio free.

Three children die in road mishap
ITANAGAR, Dec 29: At least three children died on the spot and another received serious injuries in a road accident that took place in Cheying village of Payum Circle on December 25 last. While informing this Adi Baane Kebang Youth Wing president Aling Pinggam said that the children were reportedly playing at a place 200 meters away from the road while the accidents occurred. He further said reckless driving of GREF/BRO driver Dorjee Bahadur caused the accident. Three kids who died on the spot were identified as Puchung Yapi, 8 and Pungtung Yapi 5, both daughters of Tano Yapi and Yapi Yapi and Bhaskar Kumar. Rani Taten, 12, daughter of Taken Taten, who was injured seriously, is getting medical treatment at Aalo general hospital.
Meanwhile, the ABKYW strongly condemned the incident and demanded for immediate compensation to the bereaved family and also for the injured girl. It resented that the police team arrived at the accident spot after two days of accident.
The ABKYW also gave 10 days ultimatum to GREF authorities demanding punishment to the driver.
EKCC&I gives admin 12 days to nab alleged attackers
ITANAGAR, Dec 29: The East Kameng Chamber of Commerce and Industry gave East Kameng district administration and police 12 days to nab the culprits involved in attack on a businessman at Seppa.
According to an EKCC&I release, one Bola Sha, a businessman, and the president of EKCC&I were allegedly attacked by some miscreants on the night of December 23 at their residents.
The business community under EKCC&I in its meeting held on December 26 further threatened to launch democratic movement in the form of shutter strike for three days, if their demand was not met.
Super Mom contest
ROING, Dec 29: The Super Mom contest, the first of its kind in the state, was held here yesterday at the Eze Towers with participation of 22 mothers.
The title of Mrs Jovial was won by Renaki Pulu while the Mrs Evening Gown was won by Simi Pulu, Mrs Dancer was won by Misili Linggi, while, Jure Tayu won the title of Mrs Hairstyle and Malti Miuli the Mrs Catwalk title.
Most of the women participating were above the age of 40.
Organised by Rita Pulu and Anka Enling the contest aimed at proving that every mother is a super mom, and that is why each and every woman participating in the contest was a winner of the title. However, there were a few categories for which winners were chosen by a panel of judges.
Christmas at Prayer Centre
ITANAGAR, Dec 29: The 2nd Coming Christian Prayer Centre members celebrated Christmas in its Upper Jullang centre on December 24 and 25. On the auspicious occasion, thousands of believers participated in the events which included a healing service.
Techi Kaso, Parliamentary Secretary for UD, Housing, Town Planning and Land Management joined the believers in celebrating Christmas.

7 teachers terminated in Anjaw
ITANAGAR, Dec 29: Seven teachers have been terminated in Anjaw district. The DC issued termination letters to the seven erring teachers on Dec 27. The teachers were reportedly absent from their duties causing huge loss of academic hours in schools.
Out of the seven terminated teachers, 3 JTs and 2 ATs are from SSA and two are from KGBV.
'Their long unauthorized absence not only caused a great loss for students but also sends wrong signal to other teachers who are discharging their duties honestly,' stated Anjaw DDSE K Perme in his official statement.
'It is unfair on those teachers who are working hard. Dereliction of duty not only damages the education system, it ultimately affects the society in the long run,' he said.
'This is a lesson learnt for other teachers with similar motive,' the DDSE further added.
This decision of the Anjaw DDSE comes after DC East Kameng terminated six teachers for dereliction of duty in November.

Arunachal registers alarming rise in crime graph

ITANAGAR, Dec 29: The year 2014 witnessed some horrific crime incidents which shocked the conscience of every Arunachalee. Incidents like rape and murder of a 35 year old mother of 3 children at Garu under West Siang district, kidnapping and subsequent killing of businessman K P Chacko and numerous other criminal acts have shattered the notion that Arunachal is a peaceful state. Despite tall claims by administration, the state capital continues to lead the crime graph.
What is worrying is that the year 2014 observed sudden rise in the cases of assault on public servants. As per the crime statistics of Arunachal Pradesh Police, districts like Upper Subansiri, West Siang and Capital Complex have registered maximum number of assault cases to public servants. Most recently a doctor was assaulted at RK Mission Hospital, Itanagar and also 3 engineers were beaten up at Koloriang town. Especially in Capital Complex, the incidents of assault and threat to government officers, social workers and journalists remained matter of serious concern during the year. Unfortunately many of the incidents are not reported to the police as most of the time victims do not trust the legal justice system of the state and settle the matter out of the legal purview.

Arunachal also witnessed considerably rising number of extortion incidents during 2014. Capital Complex and Changlang district recorded the maximum number of extortion incidents. The Capital Complex and Lohit district occupy the top two slots for registering the highest number of murder case. The state capital also has the dubious distinction of being the kidnapping hub of the state. This year 49 kidnapping cases were registered in the Capital Complex. Shockingly Itanagar women police station recorded the highest kidnapping cases followed by Naharlagun police station. The women police station altogether registered 90 criminal cases in 2014.
The highest number of crime incidents were reported from the Capital Complex (605 cases) followed by Lohit (258) and Upper Subansiri (199). Dibang Valley, Anjaw and Tawang remain the most peaceful districts of state. Throughout the year, Dibang Valley registered just 4 criminal case followed by Anjaw(6) and Tawang(37).

won a tender for projecting the second largest Hydro Power Project in Asia, the '11000
MW Upper Siang' hydro project. This makes sense for the company to develop the education
scenario in the state, but no sane person would like a repeat of 2009 Sayano-
Meanwhile on Dec 8, just a week before the signing of the Rushydro agreement, an affidavit was filed by Ministry of Environment and Forest in Supreme Court raising serious concerns about hydropower projects in Uttarakhand and their effect for the 2013 floods. The Centre (MoEF) on Dec 8 admitted for the first time that hydropower projects had direct and indirect impact in the aggravation of 2013 Uttarakhand floods, killing hundreds and leaving thousands homeless. It also said that the hydro projects caused "irreversible damage" to the environment and enhanced landslides and other disasters. The Ministry conceded that "the maximum damage sites in the disaster affected areas are located either upstream or immediately downstream" from these projects. This speaks volumes for the hydro power projects envisaged in Arunachal Pradesh.
Sceptics may say both the states being located far off from each other are isolated cases. However all concerned know that both Arunachal and Uttarakhand are Himalayan states with almost the same kinds of topography, seismic risk, habitation patterns, river flows and particularly development of numerous hydro power projects along the same river and on its tributaries. This could mean that development of hydro power projects on the current pattern in the state is making of several Uttarakhand floods.

Training on ‘Oyster Mushroom Cultivation’ at Ruksin

RUKSIN, Dec 29: The Plant Protection department in College of Horticulture & Forestry (CHF), Pasighat in collaboration of Arunachal Pradesh Charitable Task (NGO) today conducted day long training on 'Oyster Mushroom cultivation' at Ruksin.
Welcoming the participating farmers, Dr Mohesh Pathak explained the importance of mushroom cultivation with reference to its food and medicinal values.
Talking about potentiality of mushroom cultivation in Siang Valley, Pathak stated that many edible species mushrooms are found in the natural vegetation of East Siang and adjoining areas. He observed that rural farmers can enhance their household economy by scientific cultivation and commercialization of edible mushrooms in their private made farm houses.

Labour budget under MNREGA fixed at Rs 5028.68 lakhs

The amount was passed after a threadbare discussion in the 47th Governing body / District Program Coordination Committee meeting of DRDA at Hapoli today.
It was also unanimously decided by the body that all the future proposals will be routed through the Gram Sabhas and proposals submitted after the deadline would not be incorporated in the final list.
Zilla Chairperson Hage Kobin said that the PRI members should educate themselves about the various schemes under their subject and requested the concern departments to train them as per their requirement.
SDO Nending Chatung exhorted for a proactive participation by the all the stakeholders. Loopholes in the coordination should be plugged and all the three tiers of the PRI should work in unison for the development of the area. He requested the BDOs to initiate Gram Sabha meetings to scrutinize and select need base proposals to be forwarded to the Governing body for approval. He also suggested that Agriculture and Horticulture based proposals to be incorporated.

Exemplary Punishment for Rape and Murder
Dear Editor,
Recent Judgment, conviction and life sentence awarded to a rapist and murderer by the court of Additional District and Sessions Judge, FTC, Basar is a milestone in the judicial history of Arunachal Pradesh because its trial has been completed on record time in one hand and on the other, it has sent a strong message that our courts are courageous enough to punish the guilty. Therefore, it was expected that the appreciations from the right thinking citizens of this state more particularly from women organizations would pour in instead of emotionally demanding for so called “Exemplary Punishment”(which is nonexistent in the legal Dictionaries) through the Local Dailies as and when such heinous crime take place. Also, no Magistrate or court can detain an accused beyond 90 days even to the alleged offenders U/S 302 IPC as a UTP unless otherwise there is apparent reason for the Magistrate or the court for doing so. The constitutional scheme of things is that the Police should file charge sheet within 90 days and trial should thereafter begin forthwith. It appears that for the first time after Separation of Judiciary from executive the West Siang District Police and the FTC, Basar has fast track the investigation and heard the case as per constitutional scheme. What is important is not demand for Exemplary Punishment and not to grant bail but consistent and concerted effort to get our courts fit for functioning in terms of infrastructure, man power and security for the Judicial Magistrates and the Judges. Hence all social organizations of this state should impress upon the government to provide basic necessities to these courts so that we can curb the ever increasing crime rate in the hitherto so called “Island of Peace”.
Expectations of the people of this state was high when the Law Students’ Organization was spear heading the movement for the separation of Judiciary from the Executive. It is admitted to a great extent that because of preoccupations and many other reasons, the administrative officers could not devote in judicial functions prior to separation yet crime rate in those days were much less. There were many officers who truly delivered as Magistrates. One Mr.Bharati, the then Deputy Commissioner, West Siang District, Aalo can be a rightly remembered. Similarly, the court of Y.D Thongchi, the then Deputy Commissioner cum District and Sessions Judge, Bomdila sentenced 10 years rigorous imprisonment for 3 rapist. So also the court of Tajom Taloh, Deputy Commissioner Cum District and Sessions Judge, Daporijo convicted many accused persons and remanded to Central Jail, Lakhimpur, Assam.There are many more such examples which I am not aware of.
It has been more than 5 years since the Fast Tack Courts have been set up in our state followed by courts of two District and Sessions Judge and Judicial Magistrate First Class courts in almost all District Headquarters. The fact that the government has set up these courts without ensuring the basic amenities is well appreciated yet the people of this state have the right to know as to whether these courts are actually functioning and if so, whether it is the High court or the government in law department which is monitoring functioning of these courts in terms of disposal of cases or these courts have been set up with a view to reducing the unemployment problem. What prompts me to say this is that ever since setting up these courts, no case of heinous crime has been heard to have disposed of and guilty punished. If courts selectively take up compoundable cases only the accused persons would continue to get the benefit because cases are closed automatically with the death of an accused or time barred as provided in the statute and as result people will continue to be under wrong impression that the cases are over with the enlargement of the accuse on bail. It is therefore, strongly felt some of the known cases should be disposed of and the sentence so awarded should be published in the local dailies as has been done in the rape and murder case of FTC, Basar if we are intent to make crime Free State for all round development.
Let’s wait and watch whether separation of Judiciary from Executive is a boon or curse for the innocent tribal people of this state.

How are we supposed to teach?
Dear Editor,
I am a 2nd batch APTET SSA teacher of 2013, and posted in a remote area in Papum Pare District since July 2014 where I have resumed the two and half years defunct school and it is now running smoothly. There are no basic infrastructures here.
Though I am a single teacher here, however, I give full effort to impart the best education as per my capacity.
But it’s been five months since I have had my salary. When I enquired, I was told that “Abhi tak SSA ka fund govt release nahi kiya hai, aur kuch month rukhiyein “,
Likewise, many SSA teachers are serving sincerely and dedicatedly in the far off areas in the state because we acknowledge our obligation and pursuing for in. However we are a soft target as our salaries are held up. Moreover, we are starving day by day and it feels that our lives have taken a turn for the worst. Instead of govt servants, we have become bankrupts and debtors.
If this trend goes on, what would be the results?
Is it not discouraging to the SSA teachers? How long do we have to manage the schools and ourselves? With whom do we share our grievances? We have to teach or manage our livelihood? Who will pay our debt? How long we have to beg for our hard earns salary? How long more we have to work without salary? If this is the pitiable scene of a teacher then how would there be quality education? How long it will go?
So, lastly on the eve of festive month I would like to appeal our higher authorities to release the pending five months salary as soon as possible.

Dear Editor,
Nocte Welfare Forum (NWF) extend gratefulness to Honourable Chief Minister Nabam Tuki for inducting Former Speaker Wanglin Lowangdong & Thangwang Wangham into its Council of Ministers. The long felt wishes of the people of Tirap & Longding has been fulfilled who had been deprived of Cabinet berth for long a time since the new Govt. was formed. The Nocte Welfare Forum (NWF) congratulating Wanglin Lowangdong and Thangwang Wangham is optimistic that they will deliver their service sincerely and efficiently for overall development of the State.
I am confident that with their vast experience, they will deliver the goods to the people of the State and also work to bring peace in these two trouble torn districts. It is fact that for the last 15years representatives from Tirap district have been deprived of a Cabinet Minister berth and the induction of Lowangdong has come as a breathing space for the entire people of Tirap district who truly deserves considering his calibre having vast knowledge on any subject. Lowangdong, who is also the paramount Chief of the Noctes is the most suitable person to hold such responsible post who have also served as Speaker of the State Legislative Assembly for the last 5years.
