Arunachalee archers shine in national competition

ITANAGAR, Dec 29: Two Archers from Arunachal Pradesh bagged medals in the national level archery competition for tribal youths at Bangalore from December 25 to 28.

Onyi Kino won one silver medal in 30 meter and one bronze medal in 20 meter. She was adjudged second in overall performance in sub junior girls' category.

Kara Jona bagged 3rd position in 20 meters in sub junior boys' category.

Eleven archers from Arunachal Vikas Parishad led by Sunil Kumar and Rina Paleng participated in the competition.

The competition is regular part of various sports competitions organized by Akhil Bharatiya Vanvasi Kalyan Ashram for tribal youths to hunt talent in rural tribal youths.

Arunachal Vikas Parishad had organized district and state level archery competition in September and October 2014 and 11 archers were selected for the national level competition.

 

IMC condemns  suspension of land matter

ITANAGAR, Dec 29:  The Itanagar Municipal Council (IMC) Standing Committee in a press release strongly condemned the district administration's decision to suspend the all the land matter cases due to alleged random allotment cases which was published in the local dailies today. IMC Standing Committee stated that allotment process should not hamper the general public claims. Further it also called upon the people not to disturb the designated parks and play grounds.

OSEECA conduct field study on traditional fishing methods

ITANAGAR, Dec 29: Organization for Socio-Economic, Educational & Cultural Awareness (OSEECA) conducted a field study on sustainable methods of fishing in Ego River, the first of its kind, wherein people of Dari circle demonstrated and spoke on details about the sustainable method of fishing popularly known as 'Lipum Karnam'.

It was informed during interaction with the villagers that there has been decline in growth of fish in the river in spite of strict prohibition on non-traditional methods of fishing. This may be due to illegal movement of people from Assam from new Seren side of East Siang district at the mouth of Ego River at Dipa, they said and appealed to the West Siang Deputy Commissioner to restrict such illegal movements, informed OSEECA in its memorandum to West Siang Deputy Commissioner.

OSEECA also urged the Deputy Commissioner to take appropriate steps to keep the Ego river pollution free.

According to the villagers, OSEECA said, the visitors, picnickers even the locals are making the place dirty and unhygienic by littering garbage, plastic wastes and dumping animal carcasses.

The villagers also appealed to the Deputy Commissioner to pass necessary instruction to State Transport Services to halt its buses at

Ego for least 15 minutes and to keep atleast two seats reserved for people of Dari circle in Tata Sumos that ply through Ego.

 

Base camp to conserve forest resources

ITANAGAR, Dec 29: Chief Conservator of Forest, Western Arunachal Forest Circle Banderdewa R K Singh visited Hyer-Habia catchment area and inaugurated the base camp house built at Gumpia by the TMNPWC and the youths of the area on December 27 last. The camp has been built to sustain and conserve the forest resources.

The CCF was accompanied by DFO Banderdewa Forest Division, Neelam Nido, Range Forest Officer, Range Forest Officer Doimukh Range, forest staffs, senior leaders of Doimukh circle and members of Tigdo-Midpu Native People Welfare Committee (TMNPWC)

The CCF and DFO also identified the catchment area and surveyed the source of Hyer river which is considered as the main source of drinking water for the entire Doimukh circle.

Singh suggested the villagers not to indulge in hunting, jhum cultivation and encouraged them to restore the forest area by planting trees.

 

3 days IPPI from Jan 18

ROING, Dec 29: The first round of Intensified Pulse Polio Immunization (IPPI) programme will be carried out from January 18 to 20, 2015 while the 2nd round will be conducted from February 22 to 24 February.

While informing the scheduled programme of the IPPI in a meeting of District Task Force in the Deputy Commissioner's office, Lower Dibang Valley District Medial Officer Dr D Wange said that though India has been certified Polio free country by South East Asia Region of WHO on March 27, 2014, immunization against polio would be continued as there is always risk of recurrence of cases.

No polio cases have been reported In Arunachal Pradesh since 1997 to 2014 and in the country from January 13, 2011, he informed.

DRCHO Dr Nangkong Yirang while presenting the District Microplan of IPPI 2015 informed that despite being certified as the polio free state and country, IPPI is continued to be implemented as a precautionary measure as there is every possibility transmission of polio virus from the neighbouring countries which are not polio free.

While placing the man power and vehicle requirement before the district administration, he informed that the district has a target population (0-5 years) of 7384 in 2015.

A total of 7084 children were immunized last year against the set target of 7053, informed Dr. Yirang.

District Task Force Chairman and Deputy Commissioner Shiv Kumar assured to provide full support for successful implementation of the IPPI. He requested all the PRI leaders to extend all possible cooperation where ever needed and to make wide publicity in their respective areas so that no children of below 5 year are left out. He also asked the Health Department to carry out extensive publicity and campaign before launching of the programme.

Kra Daadi to be inaugurated soon

ITANAGAR, Dec 29: The newly created Kra Daadi district will be inaugurated on February 7 by Chief Minister Nabam Tuki. This was decided in the first District Co-ordination/consultative meeting held on December 23 at Nyokum Hall, Palin under the chairmanship of the DC Habung Donyi. The meeting was attended by PHED minister Takam Pario, Parliamentary Secretary (F&CS) Markio Tado, HoDs, panchayat leaders from Palin and Tali, public leaders of various political parties, senior citizens of the seven circles namely Palin, Chambang, Gangte, Tarak Langdi, Yangte, Tali and Pip-Sorang.

 

Three children die in road mishap

ITANAGAR, Dec 29: At least three children died on the spot and another received serious injuries in a road accident that took place in Cheying village of Payum Circle on December 25 last. While informing this Adi Baane Kebang Youth Wing president Aling Pinggam said that the children were reportedly playing at a place 200 meters away from the road while the accidents occurred. He further said reckless driving of GREF/BRO driver Dorjee Bahadur caused the accident. Three kids who died on the spot were identified as Puchung Yapi, 8 and Pungtung Yapi 5, both daughters of Tano Yapi and Yapi Yapi and Bhaskar Kumar. Rani Taten, 12, daughter of Taken Taten, who was injured seriously, is getting medical treatment at Aalo general hospital.

Meanwhile, the ABKYW strongly condemned the incident and demanded for immediate compensation to the bereaved family and also for the injured girl. It resented that the police team arrived at the accident spot after two days of accident.

The ABKYW also gave 10 days ultimatum to GREF authorities demanding punishment to the driver.

 

EKCC&I gives admin 12 days to nab alleged attackers

ITANAGAR, Dec 29: The East Kameng Chamber of Commerce and Industry gave East Kameng district administration and police 12 days to nab the culprits involved in attack on a businessman at Seppa.

According to an EKCC&I release, one Bola Sha, a businessman, and the president of EKCC&I were allegedly attacked by some miscreants on the night of December 23 at their residents.

The business community under EKCC&I in its meeting held on December 26 further threatened to launch democratic movement in the form of shutter strike for three days, if their demand was not met.

 

Super Mom contest

ROING, Dec 29: The Super Mom contest, the first of its kind in the state, was held here yesterday at the Eze Towers with participation of 22 mothers.

The title of Mrs Jovial was won by Renaki Pulu while the Mrs Evening Gown was won by Simi Pulu, Mrs Dancer was won by Misili Linggi, while, Jure Tayu won the title of Mrs Hairstyle and Malti Miuli the Mrs Catwalk title.

Most of the women participating were above the age of 40.

Organised by Rita Pulu and Anka Enling the contest aimed at proving that every mother is a super mom, and that is why each and every woman participating in the contest was a winner of the title. However, there were a few categories for which winners were chosen by a panel of judges.

 

Christmas at Prayer Centre

ITANAGAR, Dec 29: The 2nd Coming Christian Prayer Centre members celebrated Christmas in its Upper Jullang centre on December 24 and 25. On the auspicious occasion, thousands of believers participated in the events which included a healing service.

Techi Kaso, Parliamentary Secretary for UD, Housing, Town Planning and Land Management joined the believers in celebrating Christmas.

Speaking on the occasion, Kaso urged the believers to maintain peace and harmony with other religious communities. Jiken Bomjen, EAC, Itanagar, Charu Tayum, joint director TPT, Senior Advocate Tony Pertin also participated in the programme and donated Christmas gift to the believers.  Rev. Chojang Jamir from Nagaland was the speaker of the programme. The organizing secretary of celebration, Maru Tatup Anga shared this information.

 

Yigikaum villagers to donate land

AALO, Dec 29: The villagers of Yigikaum-1 have unanimously decided to donate land and cooperate with the Govt agencies for developing the village as the Sansad Aadarsh Gaon. This decision was taken in a meeting held under the chairmanship of Binduk Ori, Gram Chairperson, Yigikaum-1.

Speaking on the occasion, ASM Doli Ori appealed the villagers not to interfere in the demarcation of the village boundary drawn out for the noble mission. ZPM Yomgi Ori elaborated the guidelines set for starting the model village.

Hoksum Ori, who has been nominated as one of the members in West Siang to spearhead the Swacch Bharat Abhiyan disclosed that cleanliness and sanitation drive has been launched in various locations. DIPRO

 

Lowangdong exhorts officers

ITANAGAR, Dec 29: Newly inducted Minister for WCD, SJE&TA Wanglin Lowangdong exhorted the officers and officials of his departments to work with sincerity, devotion and dedication by extending cooperation with each other to ensure proper and effective implementation of the schemes in the interest of people of the state.

Interacting with officials during his maiden visit to the Directorate of Women & Child Development (WCD) and Social Justice & Empowerment and Tribal Affairs today, Lowangdong assured his full cooperation in taking up the matters requiring State Government decision and approval. He also categorically stated that he would always be easily accessible for officers and officials of the department for redressal of their any grievances and problems.

Further, the Minister said that both departments are implementing so many important programmes and schemes for down-trodden, less privileged and differently abled for promotion and economic empowerment of women to ensure holistic development and protection of children through a host of policies, legislations, programmes, schemes and awareness generation activities and infrastructure development.

He also discussed about the status of implementation of various State and Central Section schemes implemented by both the departments.

Hage Kojeen, Commissioner (WCD & SJE&TA) informed the aims and objectives of all State and Central Sector Schemes being implemented by WCD & SJE&TA Departments in brief to the minister and accompanying Parliamentary Secretary Karya Bagang.

The Parliamentary Secretary also highlighted some of the major problems of the department like manpower recruitment, etc. in both the departments and appreciated the department for implementing the scheme properly and effectively.

7 teachers terminated in Anjaw

ITANAGAR, Dec 29: Seven teachers have been terminated in Anjaw district. The DC issued termination letters to the seven erring teachers on Dec 27. The teachers were reportedly absent from their duties causing huge loss of academic hours in schools.

Out of the seven terminated teachers, 3 JTs and 2 ATs are from SSA and two are from KGBV.

'Their long unauthorized absence not only caused a great loss for students but also sends wrong signal to other teachers who are discharging their duties honestly,' stated Anjaw DDSE K Perme in his official statement.

'It is unfair on those teachers who are working hard. Dereliction of duty not only damages the education system, it ultimately affects the society in the long run,' he said.

'This is a lesson learnt for other teachers with similar motive,' the DDSE further added.

This decision of the Anjaw DDSE comes after DC East Kameng terminated six teachers for dereliction of duty in November.

 

 

Consumers say no to Pre-Paid Energy Meters

ITANAGAR, Dec 29: The move of the Department of Power to introduce Pre-Paid Energy Meters and Automated Remote Metering (AMR) systems in the state capital has met with major roadblock. Today residents of Abotani Colony, Itanagar, under the banner of Abotani Colony Committee stopped Power Department officials from installing Pre-Paid Energy Meter in the house.

As per the report, residents of colony had heated verbal argument with Power Department officials and stopped them from installing the meters. The police also had to intervene to normalize the situation.  

The residents later staged dharna and demanded immediate scrapping of this project.

"Most of the residents of our colony are unaware of this service. Also the majority of the settlers of Abotani colony are poor and downtrodden. We will not be able to afford this system," the committee stated in a release.

Further they have decided not to allow the installation of meter in the colony till power department completes the process in entire capital complex. This development comes just days after Power Minister said that government wants to implement the system all over the state in order to stop unauthorized power tapping.

 

 

Arunachal registers alarming rise in crime graph

ITANAGAR, Dec 29: The year 2014 witnessed some horrific crime incidents which shocked the conscience of every Arunachalee. Incidents like rape and murder of a 35 year old mother of 3 children at Garu under West Siang district, kidnapping and subsequent killing of businessman K P Chacko and numerous other criminal acts have shattered the notion that Arunachal is a peaceful state. Despite tall claims by administration, the state capital continues to lead the crime graph.

What is worrying is that the year 2014 observed sudden rise in the cases of assault on public servants. As per the crime statistics of Arunachal Pradesh Police, districts like Upper Subansiri, West Siang and Capital Complex have registered maximum number of assault cases to public servants. Most recently a doctor was assaulted at RK Mission Hospital, Itanagar and also 3 engineers were beaten up at Koloriang town. Especially in Capital Complex, the incidents of assault and threat to government officers, social workers and journalists remained matter of serious concern during the year. Unfortunately many of the incidents are not reported to the police as most of the time victims do not trust the legal justice system of the state and settle the matter out of the legal purview.

"Situation is going from bad to worse. Today anybody can walk into any offices and intimidate anyone. However we can't blame police and capital administration for this situation. The citizens of capital together will have to join hand and fight against these anti-social elements. We should not let few goons to dictate terms and bring bad name to our state capital," said a government official.

Arunachal also witnessed considerably rising number of extortion incidents during 2014. Capital Complex and Changlang district recorded the maximum number of extortion incidents. The Capital Complex and Lohit district occupy the top two slots for registering the highest number of murder case. The state capital also has the dubious distinction of being the kidnapping hub of the state. This year 49 kidnapping cases were registered in the Capital Complex. Shockingly Itanagar women police station recorded the highest kidnapping cases followed by Naharlagun police station. The women police station altogether registered 90 criminal cases in 2014.

The highest number of crime incidents were reported from the Capital Complex (605 cases) followed by Lohit (258) and Upper Subansiri (199).  Dibang Valley, Anjaw and Tawang remain the most peaceful districts of state. Throughout the year, Dibang Valley registered just 4 criminal case followed by Anjaw(6) and Tawang(37).

The year 2014 saw a series of high profile crime incidents rocking the state. But by the fag-end of the year a ray of hope came when Garu rape and murder convict, Bohuna Das was sentenced to rigorous life imprisonment and imposed a penalty in a record time-frame of just four months by Additional Session Judge, Basar. Such kind of judgment will send strong message to the criminals.

 

 

2014 for the Powerhouse of India

On Dec 15, RusHydro signed an agreement with the State Government announcing Declaration of Intent aimed at cooperation over hydropower education initiatives in Arunachal Pradesh. The Russian company RusHydro is associated with the controversial Tehri dam on the Bhagirathi in Uttarakhand and the Sayano-Shushenskaya hydro accident in Siberia where turbine damage had killed 75 people on Aug 17 2009.

The signing underlines development of education programmes and activities, for enabling to share best practices and expertise in project development, construction and management of hydraulic facilities. It was also stated that RusHydro International AG had recently won a tender for projecting the second largest Hydro Power Project in Asia, the '11000 MW Upper Siang' hydro project. This makes sense for the company to develop the education scenario in the state, but no sane person would like a repeat of 2009 Sayano-Shushenskaya hydro accident in the state. Apparently no government or company will guarantee that such an incident would not happen.

Meanwhile on Dec 8, just a week before the signing of the Rushydro agreement, an affidavit was filed by Ministry of Environment and Forest in Supreme Court raising serious concerns about hydropower projects in Uttarakhand and their effect for the 2013 floods. The Centre (MoEF) on Dec 8 admitted for the first time that hydropower projects had direct and indirect impact in the aggravation of 2013 Uttarakhand floods, killing hundreds and leaving thousands homeless. It also said that the hydro projects caused "irreversible damage" to the environment and enhanced landslides and other disasters. The Ministry conceded that "the maximum damage sites in the disaster affected areas are located either upstream or immediately downstream" from these projects. This speaks volumes for the hydro power projects envisaged in Arunachal Pradesh.

Sceptics may say both the states being located far off from each other are isolated cases. However all concerned know that both Arunachal and Uttarakhand are Himalayan states with almost the same kinds of topography, seismic risk, habitation patterns, river flows and particularly development of numerous hydro power projects along the same river and on its tributaries. This could mean that development of hydro power projects on the current pattern in the state is making of several Uttarakhand floods.

In May this year, the Power ministry had suggested the state to scrap nearly 45 hydro power projects awarded to private and state-run developers in the state due to inordinate delay in execution of project. The power developers are still yet to apply for forest clearances for the projects.

While in Sept 23, the 3000 MW Dibang Multipurpose Project which was twice denied Environmental Clearance has been cleared by the Forest Advisory Committee of the Ministry of Environment and Forests, subject to a reduction in the dam height by 20 m from the originally projected 288 m. The clearance for India's largest hydro project and the world's tallest concrete gravity dam of 288 metres came after the decision (push) of the Cabinet Committee on Investment. This is despite the fact that on August 28, the MoEF wrote to the Arunachal Pradesh government rejecting the proposal for diverting more than 45 sq km of forest land to NHPC for the project. The 16,000-crore Dibang Project will submerge 40 sq km, with the reservoir extending to 43 km in Dibang River and its many tributaries.

Incidentally on Feb 22, Prime Minister Narendra Modi on his campaign tour at Pasighat had stated that, "We can construct small hydro projects and can become powerhouse of the country". The U-turn taken by Modi after becoming the Prime Minister is evident from the Cabinet Committee of Investment's push disregarding the huge ecological disaster in making with the magnitude of the Dibang project.   

Altogether four environmental public hearings have been conducted hitherto without any opposition till the year end. The hearings were conducted for Kalai-I (1200MW) in Anjaw on Jan 18, Talong Londa (224MW) in East Kameng on July 28, Pemashelpu (80MW) in West Siang on Aug 11 and Etalin (3097MW) in Dibang Valley on Dec 12.

On a sombre note, the opposition to the 2000MW Lower Subansiri project continues in neighbouring Assam. And recently on Dec 12, the banned outfit ULFA (I) has also joined in the bandwagon of the people opposed to the project, while the state governments are clueless and have maintained silence. The same note of cluelessness carries on for other hydro power projects which would one day make Arunachal the power house of the nation.

 

 

RSS supports law against conversion

ITANAGAR, Dec 29: RSS Prant Pracharak of Aruna-chal Pradesh Pradip Joshi today advocated for enactment of law against forcible conversion in India.

Addressing the concluding function of the seven-day Initial Training Camp (ITC) at the Chownok Auditorium ground at Namsai, Joshi said the tension in our society is the by-product of conversion which should be stopped at any cost. He further said those who are against forcible conversion should extend support for enactment of a strong law in Indian Parliament against religious conversion without politicizing the matter.

Joshi said India is a role model of universal love, peace and non-violence and added that Hinduism never teaches violence. He strongly opined that preservation of our socio-religious identity will enhance world peace and universal tolerance.

While criticizing the recent massacre in neighbouring Assam and Peshawar in Pakistan, Joshi asked the people to spread the message of truth and love. Joshi said that the Shrimad Bhagawat Geeta should be affirmed as our national treasure.

Real happiness and peace of our society lies in national unity which must be promoted at any cost, said Ven Aga Dhamma, the spiritual head of the Buddhist monastic order of Namsai.

Altogether 107 trainees and 12 trainers from Namsai, Lohit and Lower Dibang Valley participated in the week long residential training programme. Eminent social worker and RSS Jilla Karywah Tasaso Yun was awarded with the Late Narayan Govind Memorial award for his lifetime dedication for the cause of social uplift, reforms and faith preservation.

 

 

Training on ‘Oyster Mushroom Cultivation’ at Ruksin

RUKSIN, Dec 29: The Plant Protection department in College of Horticulture & Forestry (CHF), Pasighat in collaboration of Arunachal Pradesh Charitable Task (NGO) today conducted day long training on 'Oyster Mushroom cultivation' at Ruksin.

Welcoming the participating farmers, Dr Mohesh Pathak explained the importance of mushroom cultivation with reference to its food and medicinal values.

Talking about potentiality of mushroom cultivation in Siang Valley, Pathak stated that many edible species mushrooms are found in the natural vegetation of East Siang and adjoining areas. He observed that rural farmers can enhance their household economy by scientific cultivation and commercialization of edible mushrooms in their private made farm houses.

Attending the training as resource person, the coordinator of Pasighat KVK, RC Shakywar said the fungi or edible mushrooms are 'bio-efficient" nutrient and its regular consumption help in vitality of the human body preventing from mental disorder and various infectious diseases. It is anti-carcinogenic (cancer) and reduces hypercholesterolemia, hypertension and useful to relaxed muscular and join paints. Mushroom contains high quality and high quantity protein and less calorie and fat contents, which is east to accept for everyone, he added.

Pathak also made practical demonstration on oyster mushroom cultivation using locally available material such as paddy-straw, bamboo, thoko-patha and polythene etc. He informed that the CHF at Pasighat is providing necessary technical backup on farming of edible mushroom for food and commercial purpose. Besides regular training to the stockholder, the institute offers 6-months diploma course on 'Scientific Mushroom Cultivation'.

The training programme was a part of extension programme to promote oyster mushroom cultivation. As many as 50 progressive farmers from different village under Ruksin, Bilat and Sille-Oyan circles besides the NGO members attended the training.

 

 

Development still eludes Nijir-Koche village

ITANAGAR, Dec 29: Comprising around 14 households in Kangku circle of West Siang district, Nijir-Koche village has plenty to be provided with in terms of development.  The absence of basic provisions like a health centre, proper road and water supply system has been the cause of woe to the villagers for years. To this day they fetch water from a stream which dries up in winter.  

"Some government officials once unloaded large pipes in the village to provide water supply - but they delayed starting the work so long that the pipes were eventually stolen," gram panchayat member Chokgi Gibo told this reporter.

Then again, the villagers had heaved a sigh of relief when a primary school was established there. "Unfortunately, this, too, has not made any difference as the classes are conducted by a lone contractual teacher without proper qualification or any obligation to do his job regularly," said Gibo.

Bounded by Assam on three sides, the area of the village is also shrinking year by year since its boundary has not been properly demarcated that encouraging encroachment from Assam side.

"Our farmers are dependent on the neighbouring state to travel to other parts of Arunachal, and to sell their agricultural produces. Therefore we cannot protest against them," Gibo lamented, adding that the villagers are on their own to protect their ancestral land and properties as no one from any government department in Arunachal has visited the area to address the issue.  

Nijir-Koche falls under the 28-Likabali Assembly constituency, and like any other village, its residents actively participate in elections. Interestingly, the legislators reportedly never visit the village once the poll results are out.  The reason for this is probably the dusty passage in as a road which makes travelling extremely difficult. Politicians who unfailingly reach the village as candidates during election period develop cold feet once they are elected.

"Two months ago, we submitted our grievances to our MLA, but we are yet to receive any reply from his end," Gibo said.

 

 

DRDA governing meet held

Labour budget under MNREGA fixed at Rs 5028.68 lakhs

ZIRO, Dec 29: The labour budget for Lower Subansiri under MNREGA for 2015-16 has been fixed at Rs 5028.68 lakhs.

The amount was passed after a threadbare discussion in the 47th Governing body / District Program Coordination Committee meeting of DRDA at Hapoli today.

It was also unanimously decided by the body that all the future proposals will be routed through the Gram Sabhas and proposals submitted after the deadline would not be incorporated in the final list.

Zilla Chairperson Hage Kobin said that the PRI members should educate themselves about the various schemes under their subject and requested the concern departments to train them as per their requirement.

SDO Nending Chatung exhorted for a proactive participation by the all the stakeholders. Loopholes in the coordination should be plugged and all the three tiers of the PRI should work in unison for the development of the area. He requested the BDOs to initiate Gram Sabha meetings to scrutinize and select need base proposals to be forwarded to the Governing body for approval. He also suggested that Agriculture and Horticulture based proposals to be incorporated.

Project Director Hage Lailang felt the need for timely submission of labour budget for onward submission to the government.

Dance and drama competitions held to mark Ranade’s birth centenary

ITANAGAR, Dec 29: Vivekananda Kendra Vidyalaya (VKV), PTC, Banderdewa organized a cluster level traditional dance and drama competition as part of the year-long celebration of Eknathji Ranade's birth centenary. Ranade was the founder of Vivekananda Kendra Vidyalayas in Arunachal Pradesh.

While addressing the audience, Superintending Engineer (Trans-Arunachal Highway) S. Sumnyan lauded the unique traditional costumes and dances of Arunachal Pradesh and called upon the people of the state to preserve the rich culture and traditions.

SNS Yadav, a teacher of the school, highlighted the contribution of Eknath Ranade to uplift the people of North East, particularly Arunachal Pradesh, educationally. He was the person instrumental for establishment of several VKVs in remote parts of Arunachal Pradesh to impart the qualitative education, he informed.

The "Galo Neli Komji" group (PTC) was adjudged the winner and qualified for the district level competition.

Five teams from in and around Banderdewa participated in the competition.

A variety of traditional dances were also performed by the teams in a well attended hall.

A similar traditional dance and drama competition was organized at Donyi-Polo Dere Likabali on December 27 by Vivekananda Kendra which was won by Malini Youth Association.

Niho Tarak, Secretary of Donyi -Polo Dere, Likabali gave away the prize to the winners.

Maryon Karlo, CO Likabali, who is also the president of Donyi - Polo Welfare Society and Dr. N. Lombi were the judges in the circle level competition.

Kumari Manisha, Jeevanvrati of Vivekananda Kendra highlighted the life and works of Eknath Ranade, who brought the vision of Swami Vivekananda into reality and shaped Vivekananda Kendra.

Vivekananda Kendra Vidyalaya, Joram is also going to conduct traditional Nyishi dance and drama competition on January 8 as part of the Ranade's birth centenary celebration.

 

 

Talom Rukbo Memorial Football Tournament

Rising Star meet Siang Soccer Club in final today

ITANAGAR, Dec 29: Rising Star FC will meet Siang Soccer Club in the final of the first Talom Rukbo Memorial Football Tournament at Rajiv Gandhi Stadium, Naharlagun tomorrow at 1 pm.

Rising Star played out 3-3 draw against Golgi Bote FC in today's match.

Kadum Taki, Franklin Taki and Rajesh Darang scored one goal each for Rising Star in 20th, 22nd and 39th minutes respectively.

For Golgi Bote, Obang Boli scored two goals (28th and 34th min) and the third goal for the team was scored by Kebang Perme in 55th minute.

Obang Panor of Golgi Bote FC and Mingge Gammeng and Franklin Taki of Rising Star FC were shown yellow card for foul play by match referee Tabom Saroh.

The closing ceremony will be attended by ABK President Kangir Jamoh. There will be no entry fee for audience.

Development agenda sidelined

The Bajrang Dal activists are once again creating all the mayhem.  On Monday they vandalized a prominent theatre in Ahmedabad, unhappy with the Aamir Khan-starrer 'PK' and demanding a ban on the film. The activists were caught on camera damaging theatres in the city. Similar protests were also held in Bhopal over the film and some screenings were halted. At least 20 members of the right-wing organization targeted City Gold and Shiv theatres on Ashram Road in Ahmedabad and smashed ticket windows and tore off posters of the film.

Ever since PK has been released several Hindu outfits have demanded a ban on the film for allegedly hurting religious sentiments. The Aamir Khan-starrer, which was released on December 19, has opened to rave reviews and received a great response at the box-office with the film revenue exceeding over Rs 200 crore across the country in the first week of its release. It’s unfortunate that Hindutva elements are now trying to dictate terms with creative field like film industry. Ever since BJP came to power at centre, the Hindutva elements are taking centre stage. All of a sudden, the development agenda which Prime Minister Narendra spoke in length during election campaign has been sidelined.   The people of India had voted BJP to power as they were fed-up with the previous corrupt UPA regime. The BJP should keep this in mind and concentrate in giving good governance. They should rein in the hardcore elements within their party and also from greater Sangh Parivar.

Exemplary Punishment for Rape and Murder

Dear Editor,

Recent Judgment, conviction and life sentence awarded to a rapist and murderer by the court of Additional District and Sessions Judge, FTC, Basar  is a milestone in the judicial history of Arunachal Pradesh because its trial has been completed on record time in one hand and  on the other, it has sent a strong message that our courts are courageous enough to punish the guilty. Therefore, it was expected that the appreciations from the  right thinking citizens of this state more particularly from women organizations would pour in instead of emotionally  demanding for so called “Exemplary Punishment”(which is nonexistent in the legal Dictionaries) through the Local Dailies as and when such heinous crime take place. Also, no Magistrate or court can detain an accused beyond 90 days even to the alleged offenders U/S 302 IPC as a UTP unless otherwise there is apparent reason for the Magistrate or the court for doing so. The constitutional scheme of things is that the Police should file charge sheet within 90 days and trial should thereafter begin forthwith. It appears that for the first time after Separation of Judiciary from executive the West Siang District Police and the FTC, Basar has fast track the investigation and heard the case as per constitutional scheme. What is important is not demand for Exemplary Punishment and not to grant bail but consistent and concerted effort to get our courts fit for functioning in terms of infrastructure, man power and security for the Judicial Magistrates and the Judges. Hence all social organizations of this state should impress upon the government to provide basic necessities to these courts so that we can curb the ever increasing crime rate in the hitherto so called “Island of Peace”.

Expectations of the people of this state was high when the Law Students’ Organization was spear heading the movement for the separation of Judiciary from the Executive. It is admitted to a great extent that because of  preoccupations and many other reasons, the administrative officers could not devote in judicial functions prior to separation yet crime rate in those days were much less. There were many officers who truly delivered as Magistrates. One Mr.Bharati, the then Deputy Commissioner, West Siang District, Aalo can be a rightly remembered. Similarly, the court of Y.D Thongchi, the then Deputy Commissioner cum District and Sessions Judge, Bomdila sentenced 10 years rigorous imprisonment for 3 rapist. So also the court of Tajom Taloh, Deputy Commissioner Cum District and Sessions Judge, Daporijo convicted many accused persons and remanded to Central Jail, Lakhimpur, Assam.There are many more such examples which I am not aware of.

It has been more than 5 years since the Fast Tack Courts have been set up in our state followed by courts of two District and Sessions Judge and Judicial Magistrate First Class courts in almost all District Headquarters. The fact that the government has set up these courts without ensuring the basic amenities is well appreciated yet the people of this state have the right to know as to whether these courts are actually functioning and if so, whether it  is the High court or the government in law department which  is monitoring functioning of these courts in terms of disposal of cases or these courts have been set up with a view to reducing the unemployment problem. What prompts me to say this is that ever since setting up these courts, no case of heinous crime has been heard to have disposed of and guilty punished. If courts selectively take up compoundable cases only the accused persons would continue to get the benefit because cases are closed automatically with the death of an accused or time barred as provided in the statute and as result people will continue to be under wrong impression that the cases are over with the enlargement of the accuse on bail. It is therefore, strongly felt some of the known cases should be disposed of and the sentence so awarded should be published in the local dailies as has been done in the rape and murder case of FTC, Basar if we are intent to make crime Free State for all round development.

Let’s wait and watch whether separation of Judiciary from Executive is a boon or curse for the innocent tribal people of this state.

How are we supposed to teach?

Dear Editor,

I am a 2nd batch APTET SSA teacher of 2013, and posted in a remote area in Papum Pare District since July 2014 where I have resumed the two and half years defunct school and it is now running smoothly. There are no basic infrastructures here.

Though I am a single teacher here, however, I give full effort to impart the best education as per my capacity.

But it’s been five months since I have had my salary. When I enquired, I was told that “Abhi tak SSA ka fund govt release nahi kiya hai, aur kuch month rukhiyein “,

Likewise, many SSA teachers are serving sincerely and dedicatedly in the far off areas in the state because we acknowledge our obligation and pursuing for in. However we are a soft target as our salaries are held up. Moreover, we are starving day by day and it feels that our lives have taken a turn for the worst. Instead of govt servants, we have become bankrupts and debtors. 

If this trend goes on, what would be the results?

Is it not discouraging to the SSA teachers? How long do we have to manage the schools and ourselves? With whom do we share our grievances? We have to teach or manage our livelihood? Who will pay our debt? How long we have to beg for our hard earns salary? How long more we have to work without salary? If this is the pitiable scene of a teacher then how would there be quality education? How long it will go?

So, lastly on the eve of festive month I would like to appeal our higher authorities to release the pending five months salary as soon as possible.

Great expectations

Dear Editor,

Nocte Welfare Forum (NWF) extend gratefulness to Honourable Chief Minister Nabam Tuki for inducting Former Speaker Wanglin Lowangdong & Thangwang Wangham into its Council of Ministers. The long felt wishes of the people of Tirap & Longding has been fulfilled who had been deprived of Cabinet berth for long a time since the new Govt. was formed. The Nocte Welfare Forum (NWF) congratulating Wanglin Lowangdong and Thangwang Wangham is optimistic that they will deliver their service sincerely and efficiently for overall development of the State.

I am confident that with their vast experience, they will deliver the goods to the people of the State and also work to bring peace in these two trouble torn districts. It is fact that for the last 15years representatives from Tirap district have been deprived of a Cabinet Minister berth and the induction of Lowangdong has come as a breathing space for the entire people of Tirap district who truly deserves considering his calibre having vast knowledge on any subject. Lowangdong, who is also the paramount Chief of the Noctes is the most suitable person to hold such responsible post who have also served as Speaker of the State Legislative Assembly for the last 5years.
